Dr. Beatrice Muganda Inyangala

Principal Secretary, State Department for University Education

Dr Beatrice Muganda Inyangala is the Principal Secretary, State Department for Higher Education and Research, Ministry of Education, Kenya Government. Her areas of expertise are public policy, gender inclusivity, quality assurance, teaching methodology, governance and fundraising. Prior to her current appointment, she served as the Deputy Executive Director and the Director of Higher Education at the Partnership for African Social and Governance Research (PASGR).
Dr Muganda led the Pedagogical Leadership in Africa (PedaL) project, working closely with multiple partners in distinct contexts to drive sustainable change in the delivery of university programmes to strengthen graduate competencies. She oversaw the training of more than 1000 teaching staff in 60 universities on the African continent in innovative pedagogies.
Dr Muganda is an accomplished educationist with programme planning, design and implementation expertise. She has facilitated formal partnerships among African universities, with Northern partner universities and international knowledge networks around innovative projects that promote excellence, relevance and access in higher education at both masters and doctoral levels.

Dr Muganda has extensive knowledge of issues, challenges and opportunities in African higher education and has proactively engaged various policy actors in higher education transformation. She has also been involved in education policy debates globally: EU-Africa policy dialogues, Wilton Park dialogues, The Africa-America Institute, London School of Economics Africa Summit, Africa Sciedev, University World News, Guardian Global Development Professionals Network, and the Association of African Universities. She has contributed to Kenya’s national policy documents such as the Medium Term Framework on Education and Training for Vision 2030, and the National Manpower Survey. She holds a B.Ed and M. Phil in Planning and Economics of Education from Moi University, a PhD from the University of Athens, and has received further training at the International Institute of Educational Planning in Paris.

Dr. Chris Kiptoo

Principal Secretary, The National Treasury

Dr. Chris Kiptoo is the Principal Secretary, National Treasury. He was appointed Principal Secretary by President William Samoei Ruto on 1st December 2022. Dr. Kiptoo is the immediate former Principal Secretary, Ministry of Environment and Forestry. Before that, he also served as a Principal Secretary at the State Department of Trade, Ministry of Industry, Trade & Cooperatives.

In his working career, Dr. Kiptoo has acquired a rich wealth of experience in economic policy analysis, mainly gained at the Central Bank of Kenya, Capital Market Authority and the International Monetary Fund, where he has served in various capacities. His expertise especially relates to the design and implementation of monetary policy; balance of payments and exchange rates; fiscal operations and policy; financial sector matters including capital markets; national accounts/real sector and macroeconomic accounting, and modelling and forecasting.

Additionally, Dr. Kiptoo has proven experience in environment and climate change policies, trade policy and regional integration, private sector development and advocacy, infrastructure development, institutional development of Government institutions and organisational management, all mainly gained at the Ministry of Environment and Forestry, State Department of Trade as well as Trade Mark East Africa. Noteworthy, he also has four years of experience in economic policy coordination gained while working at the then Office of the Prime Minister.

Dr. Chris Kiptoo holds a Doctor of Philosophy Degree (PhD) in Finance (International Macroeconomics Finance specialization) from The Nairobi University, as well as a Master of Science (Ag. Economics) and Bachelor of Science (Ag. Economics) degree from Egerton University. He is also an Accredited Fellow in Macroeconomic Management Macroeconomic & Financial Management Institute of Eastern & Southern Africa (MEFMI).

Mr. Weru Macharia

MSc (Health Services and Hospital Management) UK

Mr. Weru Macharia is a Member of ³Ô¹ÏÍ·Ìõ Council and a renowned Health Services and Hospital Management Specialist. He has a Diploma and Master of Science Degree in Health Services and Hospital Management from London South Bank University (UK). He is currently a Board member of Elimu TV and a Development Committee member at St. Anthony of Padua Catholic Church. He has previously worked in the Ministry of Health personnel department, before joining the University of Nairobi in 1979 where he rose through the ranks to become the Hospital Administrator in the University of Nairobi Dental Hospital and later to the position of Senior Assistant Registrar. He had actively participated in the Drafting of the University of Nairobi Parallel program (Module II) in the late ‘90s, now literary in practice in most of the universities and colleges in the country.

As a health and hospital management specialist he succeeded in overseeing the transformation of the University of Nairobi Dental School from a small departmental teaching clinic in the early ‘80s to highly specialized teaching University Hospital and most highly rated of its kind in the region.

Mr. Joash Mokamba Keraita,

MBA, (Strategic Management), Bsc. (Range Management)

Mr. Joash Mokamba Keraita was appointed as an Independent member of ³Ô¹ÏÍ·Ìõ Council with effect from 25th July 2025. He holds an MBA degree in Strategic Management from Jomo ³Ô¹ÏÍ·Ìõ of Agriculture and Technology and a BSc. (Range Management) from the University of Nairobi. He is currently pursuing a Ph.D. degree in Business Administration (Strategic Management) at Kisii University.

Further, Mr Keraita holds a senior management certificate, SLDP from Kenya School of Government (KSG), has a Diploma in Project Management from Kenya Institute of Management (KIM), and is a full member of the Kenya Institute of Management.

Mr. Keraita has a long and engaging career in strategic leadership with proven ability to assess and manage complex obstacles. He possesses a wealth of transferable skills gained in the tea sector factory management as a Chief Executive Officer (CEO), including Tirgaga, Kiamokama, Kebirigo, Kaptumo, and Nyankoba. Prior to his appointment to the position of CEO, Mr Keraita worked as a Production Manager in various tea factories, including Kebirigo, Kapkoros, and Tirgaga, and also as a Production Assistant Manager at Githambo, Itumbe, Ogembo, and Nyamache tea factories.

Dr. Rosebella Namango,

Ph.D.

Dr. Rosebella Namango was appointed as a member of the ³Ô¹ÏÍ·Ìõ Council with effect from 5th September 2025. She holds a Ph.D degree in Information Science and a M.Ed. in Library & Information Science from Moscow State University of Arts & Culture.
Dr. Namango is a seasoned Information and Knowledge Management leader with over 15 years of international experience in compliance, records management, risk management, and information governance. She currently serves as the Global Data Protection Manager at the British Council, where she oversees data protection across multiple regions.

She previously held senior advisory roles in Sub-Saharan Africa, worked as a lecturer at ³Ô¹ÏÍ·Ìõ, Department of Computing and Information and Information Science, and consulted for organisations including USAID–IGAD and the Kenya Forestry Research Institute (KEFRI). Her earlier career includes roles with the U.S. Embassy in Moscow and an American-Russian aerospace venture International Launch Services – ILS.

Dr. Namango is a founding advisory board member of Women in Technology and Innovation Africa (WITIA) and serves on the Women on Boards Network subcommittee for Partnerships & Financial Planning. She has been recognised among the Top 16 Women Leaders in British Council Sub-Saharan Africa, profiled as one of the Top 5 Women Leaders by RegTech Africa, and publicly commended by the British Council Chief Executive for her contributions to risk management and institutional knowledge sharing.

Mr. Isaac Opuya Litali,

CPAK/CS. MKIM, MBA (Scotland, UK)

CPAK/CS Isaac Opuya Litali was appointed as a member of the ³Ô¹ÏÍ·Ìõ Council with effect from 25th July, 2025. He is a Certified Public Accountant of Kenya (CPAK), Certified Public Secretary of Kenya (CS) and a Member of Kenya Institute of Management (MKIM). He is a holder of Master of Business Administration (MBA) degree from the University of Strathclyde, Glasgow, Scotland, UK.

CPAK/CS Litali is currently Chairperson of Ripple Effect Kenya and a Board member and Treasurer of Ripple Effect Africa Region. He is also a board member of Pathfinder International (Kenya), Senior Consultant for Somali Bible Society in governance and fundraising. He is a Consultant in Strategic Planning, governance, financial and general management.

During his extensive career, CPAK/CS Litali served in a range of positions through which he acquired vast experience in strategic management. He worked as a Senior Financial and Human Resources Manager/Director, Company Secretary and Chief Executive Officer in Private and Public Sectors including TOTAL Kenya Limited, The Nairobi Hospital, Karen Hospital and the Agricultural Sector Coordination Unit in the Ministry of Agriculture. He also worked on the Tribunal at the customs and Excise Appeals Tribunal for the Kenya Revenue Authority, and was the first Chief Executive Officer/Secretary of County Government of Kakamega Public Service Board. He worked with the United Bible Societies on full time consultancy basis in charge of nine countries in Africa in Project Management, Governance and Strategy. In the course of his work, he has travelled to many countries in Africa, Europe, Asia, South America and the United States of America.

ÌýVice-Chancellor

Professor John Okumu is a professor of Physics at ³Ô¹ÏÍ·Ìõ. He holds a Ph.D. in Condensed Matter Physics from the University of Leeds in the United Kingdom, a Master of Science in Condensed Matter Physics and a Bachelor of Education (Science) from ³Ô¹ÏÍ·Ìõ. He has served as a full professor of Physics since 2020, and has over thirty (30) years’ experience as a faculty member at ³Ô¹ÏÍ·Ìõ. He is a DAAD and Alexander von Humboldt Foundation Fellow and a member of the Kenya National Academy of Sciences (KNAS).

Professor Okumu has over twenty (20) years of distinguished service in senior University administrative positions, which include Ten (10) years as a substantive Deputy Vice Chancellor (Academic), One (1) year as Acting Dean, School of Pure and Applied Sciences, Six (6) years as Chairman of the Department of Physics, Four (4) years as Director, Centre for Career Development and Placement, and One (I) year as Deputy Director, Self-Sponsored Programs. He is also the immediate former Chairman of the Promotions and Appraisal Committee (PAC) for teaching and non-teaching members of staff in grades 11 and above.

Professor Okumu has also served as an external examiner in many universities nationally and regionally; has been a Member of the Quality Assurance Committee of the Inter-University Council for East Africa (IUCEA) representing all public Universities in Kenya for two terms of 2 years each; and was Deputy Editor-in-Chief and Editor-in-Chief of the East African Journal of Physical Sciences between 1996 and1998 and from 2004 to 2006, respectively.

In addition, Professor Okumu is an accomplished scholar who has attended numerous higher education and senior management trainings, workshops and conferences nationally, regionally and internationally; has been involved in consultancies in higher education in various capacities; has supervised to completion many Ph.D. and MSc. students in the areas of Condensed Matter Physics, Material Science and Atomic Physics; and has a proven track record of research and publications in peer reviewed journals, and presentation of papers in local and international conferences.
